ISSUE STATEMENT FOR # 701: OVERPOPULATION

PRESENT CONDITION: The level of human population is exploding.

DIRECTION OF IMPROVEMENT: The rate of growth of human population should be reduced and possibly reversed to control the level of human population.

ISSUE JUSTIFICATION: There is a tradeoff between the quantity of human life and the quality of human life and all other life on Earth. The material resources available to humanity are limited by both the availability of natural resources (e.g. air, water, minerals) and human resources ( houses, schools, factories etc) which require time, natural resources and technology. Both the size of the present human population and in particular the rate of growth of human population are major factors in the present level of human poverty, social conflict and environmental damage.

SOLUTION # 701.1 BIRTH CONTROL TECHNOLOGY SUPPORT

BRIEF DESCRIPTION: The United States shall support the advancement of birth control technology and its voluntary use worldwide including in the United States. Specifically the US shall provide grants for the development of improved birth control technology in return for a low royalty license to use that technology. The US shall provide US citizens with subsidized birth control medical advice, subsidized birth control means (e.g. pill, IUD, condoms etc) and subsidized birth control procedures including both male/female sterilization and occasional abortion. Abortion shall not be used as a means of regular birth control. Abortions more frequently than once every three years shall be determined to be irresponsible behavior and not be government subsidized. The US shall offer to provide other countries with subsidized birth control as an integral part of our foreign aid programs.

JUSTIFICATION: We need to recognize that the explosion in human population in the last century has been due to our success in controlling the death rate not due to any increase in the rate of human procreation. Therefore the analogy to the growth of cancer is misleading. The same human ingenuity and technology that has enabled us to control disease to extend human life can also be used effectively to reduce the rate of human procreation to restore stablity to our human population.

SOLUTION # 701.2 TIE FOREIGN AID TO POPULATION CONTROL

BRIEF DESCRIPTION: The foreign aid of the United States shall give priority to countries who are making progress in controlling their populations.

JUSTIFICATION: We are actually being inhumane when we only send food to underveloped countries and do not help them control their populations. Our aid simply increases the survival rate and creates worse food shortages in following years. We must combine our humanitarian concerns for today's needs with humanitarian concerns for tomorrow by helping these countries keep their populations in line with their ability to feed and support their people.

SOLUTION # 701.3 SLIDING TAX CREDIT

BRIEF DESCRIPTION: The present (flat $2350 income deduction) federal tax exemption for dependents shall be retained for filer, spouse and non-minor children. However for minor children, tax payers shall be entitled to a sliding tax credit (not income exemption) as follows: 1st child - $2,000, 2nd child - $1,000, additional children - no tax credit. If the credit exceeds the tax owed, the taxpayer shall receive a refund. If neither parent is home during the day to care for the minor children, these tax credits shall be reduced by 50% for children under 3 yrs and by 25% for children under 6 yrs where the 1st child shall be considered the youngest.

JUSTIFICATION: Population control also includes encouraging responsible parenting. Inflation has eroded the value of the present dependent exemption especially for low and middle income families (i.e. the $2350 tax exemption is only worth $350 per child below $43,100 AGI for married filing joint). The proposed modification restores the historic financial support of American society to parents for the first minor child, but rapidly reduces the support for additional children to zero for the 3rd minor child. Since the tax credit is for raising children not just having children, there is a reduction in the tax credit for parents who do not care for preschool age children.
