ISSUE STATEMENT FOR # 602: STALLED FUSION ENERGY DEVELOPMENT

PRESENT CONDITION: America's fusion energy development programs are stalled.

IDEAL CONDITIONS: America should make the rapid development and commericalization of fusion power a national priority.

ISSUE JUSTIFICATION: Industrial power is the fuel that drives the machines that amplify human ability to provide prosperity in modern human society. The cost (and hence the availability) of industrial power is one of the primary constraints on the growth of human prosperity. The commercialization of fusion power which is the power that runs the universe is a key milestone in the ascent of mankind through the acquisition of low cost, abundant and environmentally sound industrial and commercial power.

FOR
SOLUTION # 602.1 FUSION ENERGY DEVELOPMENT PROGRAM

BRIEF DESCRIPTION: The United States shall pursue a program to commercialize fusion energy in 25 years (by 2020). Like the Apollo space program this effort shall be government led and funded, but have much less civil service participation in the actual work. The U.S. Government shall own the basic patent rights to the fusion technology developed. However private companies and inventors may secure either royalty free licenses or reduced royalty licenses as a result of their investment/contributions to the program. The U.S. government shall license the commercialized technology to both U.S. and foreign companies and the royalties shall be used first to refund the cost of the development program to American tax payers and then used as payment on the national debt.

JUSTIFICATION: The key to human progress is the development of lower cost, non-resource depleting fusion energy. Therefore America should vigorously pursue commercialization of fusion energy. America's fusion energy development programs are currently stalled likely due to opposition by fossil energy owners (oil, coal and natural gas) who would have the value of their investments substantially depreciated with the advent of commercial fusion power.
