ISSUE STATEMENT FOR #506: ILLEGAL IMMIGRATION

PRESENT CONDITION: The United States is being flooded by Illegal Immigrants.

IDEAL CONDITIONS: The only immigrants should be those legally granted entrance under the laws of the American people. There should be no illegal immigrants.

ISSUE JUSTIFICATION: The wealth of American citizens is determined by their share of the remaining natural resources and the accumulated human resources of our country. American citizens grant to their children both a personal inheritance based on the parents' personal wealth and a broad public inheritance. America's public inheritance includes physical wealth (e.g. public land and public facilities), intellectual wealth (e.g. democratic government) and guaranteed social support (e.g. public education and host of social support services). As a sovereign nation we can choose to offer this inheritance to selected foreign citizens as legal immigrants. However illegal immigrants are stealing a share of America's wealth without the permission of the American people.

SOLUTION # 506.1 CONTROL THE BORDERS

BRIEF DESCRIPTION: The US government in cooperation with state and local law enforcement agencies shall make a concerted effort to control the US borders to prevent the entry of illegal immigrants.

JUSTIFICATION: We have prided ourselves on our relatively open borders. However when studies show that most illegal immigrants simply walk across the border, our first line of defense must be to tighten our borders to significantly increase the effort and expense needed to gain illegal entry into the United States.

SOLUTION # 506.2 HOURLY WAGE ASSISTANCE PROGRAM

BRIEF DESCRIPTION: The United States shall offer for American citizens ONLY an hourly wage assistance program for low income workers. The object of this program shall be to expand the market for low skill jobs by lowering the wage paid by employers while at the same time maintaining the wage received by employees above the minimum wage to encourage people to work. The following is an example of the implimentation of this program.

The minimum employer wage would be set at $2/hr. However the American people would supplement this by an additional $4/hr for a total of $6/hr minimum employee wage. For each $1/hr in employer wage, the "helping hand subsidy" would decrease by 50¢.

Employers would have to document the American citizenship of any workers receiving wage subsidy payments from the American people. Employers would have less incentive to hire illigal immigrants because they could now find American workers willing to take sub-minimum wage jobs which now pay more than a minimum wage.

JUSTIFICATION: We have created the present illegal immigration crisis by creating a minimum wage (which leaves less than minimum wage jobs unfilled) and then offering generous welfare to people with less than minimum wage skills. The millions of Mexican citizens both willing to work for less than the US minimum wage and unability (as illegal immigrants) to protest their low wages have created the present flood of illegal immigrants.

SOLUTION # 506.3 PROP 187 - FEWER PUBLIC SERVICES

BRIEF DESCRIPTION: Except for emergency medical services, the federal and state governments shall not provide any other forms of public services to illegal immigrants and their children. This solution does not go so far as to prevent private citizens from providing what they consider to be humanitarian relief to illegal immigrants, but such relief would not be tax deductible.

JUSTIFICATION: Unfortunately the availability of generous public services ranging from welfare to medical care to public housing and public education is one of the major attractions for poor people to try to gain illegal entry into the United States. We have no desire to hurt anyone, but removing the incentive of free public social services is a necessary step toward mitigating the flood of illegal immigrants.

SOLUTION # 506.4 NO CITIZENSHIP BY BIRTH FOR ILLEGALS

BRIEF DESCRIPTION: The present policy of granting citizenship to everyone born in America shall be modified to exclude the children of anyone illegally present in our country.

JUSTIFICATION: The ability to gain American citizenship for one's children by gaining illegal entry and then giving birth is a magnet for illegal immigration that must be stopped.

SOLUTION # 506.5 GREATER EMPLOYER PENALTIES FOR HIRING ILLEGAL IMMIGRANTS

BRIEF DESCRIPTION: The employer penalties for hiring illegal immigrants shall be significantly increased and enforced. Employers with past convictions for hiring illegals shall be closely monitored.

JUSTIFICATION: We have for many years ignored the often flagrant use of illegal workers in many industries. Employers like the low cost labor, consumers like the low cost products and many of these jobs would be difficult to fill with domestic workers. Unfortunately this availability of work is a major factor in the present flood of illegal immigrants. Unless we are willing to remove this attraction of work, we will find it almost impossible to stop the flood of illegal immigrants.
