ISSUE STATEMENT FOR #206: EXCESSIVE FOREIGN INTEREST INFLUENCE

PRESENT CONDITION: Foreign lobbyists representing foreign commerical and political interests have direct access to and excessive influence over U.S. elected representatives.

DIRECTION OF IMPROVEMENT: Access of foreign lobbyist and foreign commerical interests to elected legislative representatives and their staffs should be much more limited.

ISSUE JUSTIFICATION: Elected representatives are empowered to serve the interests of the citizens of the United States not the interests of foreign governments or their commerical interests. Excessive contact with foreign lobbyists corrupts the duty of legislative officials to serve the interest of their constituents.

SOLUTION #206.1 RESTRICTED PRIVATE ACCESS

BRIEF DESCRIPTION: All meetings or information exchanges between Congressmen (and their staffs) and members of foreign special interest groups shall be public. All requests for presentations/information exchanges shall be made through a central congressional office setup to process these requests. The time and subject of said meetings shall be publically announced one week in advance, shall be open to the public and shall be fully video taped for subsequent review by any citizen or member of congress. Private social contacts between Congressmen (and their staffs) and members of foreign special interest groups shall be prohibited.

JUSTIFICATION: The overwhelming control of congress by special interest groups requires drastic measures to restore representation by elected officials to the American public. Termination of private access by special interest groups reduces the opportunity for threats or bribes and termination of all private social contacts (including meals, parties and weekend trips) removes the political obligations and lack of objectivity such activities inevitably create.

BRIEF DESCRIPTION: No member of congress or their families shall hold any foreign investments nor receive any income from foreign sources.

JUSTIFICATION: The emerging world economy makes elected officials too susceptible to foreign influence. Preventing foreign investments and prohibiting any foreign income will help reduce foreign special interest influence.

SOLUTION #206.5 MEDIA OWNERSHIP BY US CITIZENS

BRIEF DESCRIPTION: All public media in the United States of America shall be wholly owned by US citizens. No non-US citizen nor any foreign corporations may own any interest in US public media. Any US corporate owners must annually certify that at least 80% of their shares are owned by US citizens. Public media shall include all TV and radio stations broadcasting within the US, all newspapers and magazines, all film studios and producers and all movie theaters. These media outlets shall be completely free, as they see fit, to publish, broadcast and distribute material produced by non-US citizens or non-US organizations. They shall also be completely free to hire or otherwise employ non-US citizens to create or produce material for US distribution.

JUSTIFICATION: Complete, accurate and unbiased information is the lifeblood of a democratic society. We must seek out and be enriched by the diversity of information from all the human societies on our planet, but we must restore and then retain US citizen control over the media organizations that supply us that information. While the foreign interests that own many of our important media outlets have in general been responsible in their actions, allowing foreign interests to control the content of information available to the American people is a threat to our national interest and an unacceptable situation.
