ISSUE STATEMENT FOR #202: EXCESSIVE NEGATIVE CAMPAIGNS

PRESENT CONDITION: Political campaigns are becoming excessively negative both in terms of the alleged political shortcomings of opponents and also alleged character shortcomings.

DIRECTION OF IMPROVEMENT: Political candidates should be required to include more information on their positions and qualifications.

ISSUE JUSTIFICATION: Excessive negative campaigns deprive voters of a basis for electing either candidate and simply provide them with a basis for voting against both candidates which undermines both voter participation and the subsequent ability of the elected candidate to govern.

SOLUTION #202.1 REQUIRED ISSUE STATEMENTS

BRIEF DESCRIPTION: Candidates for public office shall be required to present solutions they favor on three issues they feel are important and present a short justification for each solution they present. Candidates shall also be required to vote Yes or No on the solutions presented by the other candidates. They may include a short paragraph explaining their vote, but may not refer to the other candidate. This information would be provided to each registered voter.

JUSTIFICATION: This approach does not limit a candidate's free speech to smear his opponent, but it does force candidates to both present some substance on both their own positions and to take a stand on the positions advanced by the other candidates. This information gives the public some substance on important issues and gives the candidates issue material for debate.
